The government has delayed the threat of employers having to provide level 2 (GCSE) mandatory training, putting the idea - first mooted in the Leitch review - back by five years.

In World Class Skills: Implementing the Leitch Review the government said that the Skills Commission(UKCES) would report in 2010 on whether a statutory entitlement to Level 2 training was appropriate - if not enough employers had signed the skills pledge. But it has now put the date back to 2014/2015.

The report "would still be of fundamental importance in considering the efficacy of the skills and employment policies and systems and progress towards meeting our skills ambition" said the government, in a statement issued by the Department of Innovation, Universities & Skills. "It would be making vital recommendations for government to consider and act upon."

The 2014/2015 review will have the same terms of reference as for the 2010 review.
