I would like to find a high quality programme which a one member of staff could attend. Personal development/interpersonal skills/influencing are on the agenda. Ideally I would like the programme to involve working in teams, receiving plenty of feedback in a well managed, supportive environment. This person works in a very varied team and manages one person directly. Many of the issues are around managing upwards and influencing without given authority.
I'm not interested in coaching/mentoring etc.

I can strongly recommend Investment in Excellence (IIE) which is run in the UK by The Pacific Institute (based in London). It enables individuals to challenge their own beliefs in a risk-free, supportive environment, and develop interpersonal skills, useful both at work and at home.
