Identifying Training Needs

I'm looking for a simple method of identifying learning and development needs of individual staff and teams within a large organisation. Does anyone have any ideas on perhaps an uncomplicated form that people could complete giving information on their training needs which would assist in the design of a six-month generic training programme? I've tried various different methods but nothing seems to provide the information I'm looking for.

    Why not just ask them (both employee & line manager)? You require a very simple form – what can be simpler than “What could be done to maintain or improve your job performance?” – with a variation for line managers.

    Employees will tend to ficus on technical skills – using a PC, or using a particular tool or technique. Line managers will perhaps look more at team and communication skills. However, who will look at the managers? How will you identify the deeper training issues? For this you may need some form of competence framework, a good idea of the organisation’s strategic intent (if training does not support it, why do the training?) and a capability within managers to perform effective assessments and appraisals.
