I feel the best way to learn open questioning in action learning, is by being a member of a set. In this way, the facilitator should model ‘good’ questioning and encourage participants to do this. If you are member of a set that’s working well, and carrying out process review, you will have discussions on what works (is good questioning) as opposed to what is unhelpful. I currently facilitate a couple of sets in Birmingham.
