Alan, there are very many. It would probably help us all to help you if you outlined what industrties or specialist areas you want to work in, since many agencies specialise.

Alan, I have worked for a training and consultancy company for around 10 years. A large part of my job has been seeking out potential employers. I don’t want to discourage you, but in my experience, seeking out tenders and opportunities DIRECTLY from companies and organisations saves a lot of time and money. Marketing your services to those who actually WANT to see what you have to offer gets more results overall. This does mean investing time and effort seeking out potential opportunities on the web, in newspapers and relevant journals. This is still far less discouraging than fulfilling the criteria and fees required by middle men. So saying, it can be worthwhile seeking out which Local Authorities and large companies hold ‘Approved Contractors’ Lists and get registered, there often is not a fee. While work may not come directly from this source, when you find work in your given field, you can refer your potential employers to the Approved List.

Alan, I think I can guess what you’re going through. In the UK it is particularly difficult until you get your foot in a door. Most organisations are more interested in the certifications you have, rather than your track record of resutls. I am in the middle of a long campaign to get noticed without destroying what I offer people. More profit for less cost. I thought it would be easy to sell success in the UK! Training agencies
Been there. Personal apporaches are best. Or create your own (local?) consortium with others in the same boat with complementary skills/experience. Best results were from the IPD (not the best service I might add). With many of the agencies my advice would be ‘don’t hold your breath’.
