The long-awaited review of training and enterprise councils has been ditched on the eve of its expected publication after several days of discussion between ministers, civil servants and Tec leaders.
Instead, a new review was launched by David Blunkett, the education and employment secretary, to examine all aspects of the government’s plans to encourage lifelong learning. He said that responses to the original review revealed unhappiness with “incoherence and duplication” in the system."
