Editor's Note
=============

This week, the Learning and Skills Council took a first step
towards becoming reality, with the passing of the Learning and
Skills Act through Parliament.

The Act will have far-reaching consequences for anyone with an
involvement or interest in vocational training and adult
education, not least because it sees the demise of the training
arms of Training and Enterprise Councils, brought into being in
the aftermath of the 1988 White Paper.

In their place will come the 47 local arms of the Learning and
Skills Council. Apparently existing support staff will know
whether they will transfer to the new Councils by October of this
year.

In the past, TECS have been the target of criticism from a number
of quarters. Time will tell how twelve years of existence will be
remembered in the history books.

Learning and Skills Bill is passed
----------------------------------
Last Friday saw the passing through parliament of the Learning
and Skills Bill. Having received a number of last-minute changes,
the Bill has now received Royal Assent and becomes an Act.
The final provisions of the Act relating to vocational training
are summarised here.

Chief of TSC to be new chief of Adult Learning Inspectorate
-----------------------------------------------------------
Current chief inspector of the Training Standards Council (TSC)
David Sherlock is to become the chief inspector of the new Adult
Learning Inspectorate (ALI). Sherlock will have some familiar
and supportive faces around him - Nick Reilly, the current chair
of the TSC was appointed as chair designate of the ALI on 4 July,
and it seems likely there will be other similar moves.
