Editor's Note
=============
Having heard Malcolm Wicks, Lifelong Learning Minister throw down
the gauntlet to NTOs it was interesting last week to get an
NTO's-eye view of the proposed changes to the current set-up.

Tony Green, Chief Executive of the Employment NTO, is positive
about the challenges faced by the NTOs as the Learning and Skills
Councils come on stream, seeing a key role for them to play in
identifying skills needs and developing them across the board.

As CEO of an NTO which stretches across all employment sectors,
Tony Green regards training as vital to this scheme. He's
supportive of the government's move to introduce mandatory
training for trainers delivering government-funded programmes
"because it should get rid of the 'cowboys'". Ultimately though,
he believes that the Employment NTO will achieve success the day
when training is accepted as a fundamental right within all
employment contracts. Stirring words indeed!

devoted to shedding some light on these issues. Do come along and
share your thoughts, whether you're looking to set up an LRC or
