The Training and Employment Network reports that the Learning and Skills Council has published an LSC Human Resources Briefing Pack for staff in those organisations eligible for transfer to the LSC under TUPE regulations. This pack includes a section on the organisation and structure of the LSC.
The section identifies as the 'first and most urgent task' of the newly appointed Executive Directors designing the precise organisations and job structures for their local LSC. David Russell, the LSC's HR Director has already decided on staffing levels for each local LSC based on a number of factors, including the number of suppliers with which each LSC will deal and the numbers in key client groups targeted for increased participation in learning. The briefing note adds that these levels will need to be adjusted further, particularly arising from the imminent introduction of European Social Fund co-financing arrangements. More detailed local structures should be known by the end of October.
The National LSC will consist of six directorates:
Human Resources
Finance
Learning Programmes
Operations
Quality and Standards
Communications and Strategic planning
Two of these directorates (HR and Finance) already have Directors in place. Adverts for the other 4 Directors will be placed in the next few weeks, aiming to make appointments by December.
