have you Googled your question? I often find huge amounts of info: through Google that answer or help me to find someone/company/resource to help with my query. I recently discovered the software company we are implemeting our new Training database with through Google.

This works back to front but achieves what you want. It records screenshots and then you can add anotation, etc
Using Word Interactively

I find that you can use Word and insert screen shots by using the print screen comand on the keyboard and then pasting it into the document.
By using the outline function in Word you can create an index so that people can jump to the relevant section and you can also insert hyperlinks to bookmarks within the document to help navigation.
There is a function in Word so that you can add comments hot spots and hover buttons all within Word. I went on a course on creating e-learning content with Microsoft Office by BTL and Virtual College. It made me realise how much existing packages can offer without learning new software!
