I am not sure I am entirely happy with any of the books in these two areas. But here are the two I would go for:
Talent Management Handbook by Berger et al – fairly sound, practical and covers most of the ground.
Management Development by Mumford and Gold – been around for a while (stood the test of time or now a little outdated?); go for the 4th edition.
