How would I go about implementing a graduate training scheme from scratch? We are mainly a sales environment, and are looking to recruit across all areas but mainly in sales. The main issue is evaluating if this would be a return on investment. I welcome all help that can be provided with this issue.

I would recommend you treat it the same as any other learning intervention. Conduct a thorough TNA for the job roles. Its important to add here that unless your job description is accurate and comprehensive and that you recruit wisely around this your training may be unsuccessful. Design and deliver training based around your TNA then evaluate it against other forms of training and if no training had ocurred at all.
You specify that the main issue is evaluation, why not type in ‘evaluation’ in the search engine on this site or checkout the EvaluationZone.
If you have a training dept or an HR function seek their input to ensure it falls in with corporate goals.

I’d recommend you approach it the same as any other learning intervention. Conduct a TNA, design training around your learning objectives, deliver then evaluate.
Do ensure that you are recruiting for the right skills in the first place.
As for evaluation and ROI, measure it against other forms of training or not training at all.
