Peer on Peer Feedback

I am researching giving feedback to peers. This is not performance feedback, but more about feeling open to talk to fellow team members about ideas you have that they or their group could undertake to improve their client service level or current procedures and processes. Employees tend to go via the group's Manager instead of speaking directly to each other so I am trying to develop some tips for peer discussion and feedback. Does any one have any ideas?

    In my current role as a change agent within an international company i use a process called data based feedback…It is a process where team members get together and are coached on how to give feedback.Firstly I give each team memeber 3 qs which are “What are your strenghths as a …..”.”What are your edges as a …. and finally “What support/coaching do you want from this group to move forward”.They have some soak time and then come back each into the room to share their insights of themselves and then i invite the group to give their feedback…It is a little slow at first however as I will have worked with the group for a while I can give feedback to.People I have worked this process with which numbers 100s go leaving 10ft tall but have edges that they recognise and also do their colleagues thus building relationships in tow.
    With any size group you should be looking for a minimum of 7-10 mins per person.
