training database

I am a Trustee of a growing voluntary agency and we are looking for an effective training database that will track training activities of staff eg who went on what training, who still needs essential training, qualifications attained etc We have a very limited budget but are finding taht manual systems are becoming too cumbersome. Does anyone have any suggetions?
