Ideally something like a case study or simulation. The target audience is quite senior so I'm looking for something quite challenging which focusses on participative decision making and implementation.

Sorry to not provide an answer but what type of decision making?
-decisions about what strategy to adopt?
-decisions about how to implement the strategy?
-decisions in solving problems?
I know this seems nit picking but senior folks are generally jealous of their time and will probably be merciless if you give them something they see as irrelevant.
Perhaps you could get them to case study a real situation, past, expected or hypothetical. In fact you could set them the selection of the subject as their first decision!

Titanic
This is perhaps a bit too general but gets people thinking.
Several web sites have the structure which centres around saving all the passengers and crew using materials and vessels that were available at the time. The beer supply simulation is another good one I’ve used in the past. HTH Bernard
Team problem-solving activities
I have two team problem-solving activities which you are welcome to have in case they fit the bill. They involve simulations of participative decision making rather than implementation, but they could be modified to include implementation.
Decision Making
Why not take a different approach? Take them through a range of different Decision Making techniques (eg SWOT, Cause and Effect, Criterion Ranking, Force Field, 6 Thinking Hats, Cost-Benefit)and then get them to apply the method(s)to a real life business problem which they identify. That way you don’t get criticism of wasting their time as they’ll perceive a benefit from learning about and using the techniques in a real situation. Regards Jayne
