As a department key performance indicator for our board report one of the indicators is on training evaluation. the indicator states that 90% of evaluation forms must state that the course was good or above. Our internal audit department has asked why we use 90% as a figure. does anyone do anything similar and if so what do they use and where do you get the information to base the statistics upon.

Only part of the evaluation picture
Vivienne, perhaps your audit department pointing up the overall evaluation process.
Moreover the question is not whether they thought it was good or above average (a very non-specific feedback measure) but rather should be that x% learnt something and are apply it (long term) in the workplace. Furthermore how does a candiate know what a good course is? The candidate has no experience of what makes a good course.
If you are talking about happy sheets in isolation they are notorious for only ever delivering the immediate response (often an emotional reaction) to the course and sometimes candidates may have found particular areas uneccessary but for whatever reason the trainer is compelled to include them, thus the outcome may be skewed.
Candidates responses should not be used in isolation as the only means for evaluating any learning intervention.
