how learning and development adds value to an organisation

Hello, any help will be much appreciated.

I have to put together a literature search and an essay on how learning, development and human capital adds value to an organisation. It has to be a balanced discussion. The bit I'm missing is finding a piece of literature against training etc. I was wondering where I could find anything like it, as I want to supply both sides of the argument. Thanks

    I just googled the phrase "training is a waste of time" and got some quite interesting results; nothing overall "strategic" but some examples of specific opinions about certain training being a "bad" thing

    I have a suggestion of a source and organisation that believes that performance is the first and last place to start regardless of the "solution" one of which may be training. 

    If you look up books by Geary Rummler you will find several useful models of how to manage and improve performance . One of his models that I refer to a lot is one which shows the points in an organisation where learning needs to take place. There are 29 key points of performance where learning needs to happen and only one of these requires training and the main solution.
    I apply this philosophy within my own organisation and many initial requests for training are transformed into other interventions which do not require a trainer or HR. Geary Rummler is a member of the International Society for Performance Improvement  http://www.ispi.org/ which has many T&D folks within its membership and you may find many more sources here that provide a more balanced view of training.
    Hope this gives you  a new line of enquiry.
