E-learning tools

I'm looking at developing some e-learning modules for training in psychometric tests. This will be used as part of a blended online/face-to-face offering. I'm looking to create something professional looking and easy to administer / complete. Which e-learning authoring tools would you recommend? I know there are plenty of suppliers of e-learning solutions, but I'm looking to develop something myself for quite low volumes of users (maybe 20 per month) so I'm not looking to spend loads of money, or interested in getting tied in to software providers every time I want to amend the content.

    yer makes yer choices. Do the packages need to be SCORM compliant (ie run through a Learning Managment System)? I use Lectora as an authoring tool, supported by Adobe Captivate and a few other packages (Powerpoint 2007 has been a great help for designing up basic screens.) About a thousand pounds for Lectora and Captivate.

    Yes, I think SCORM compliance is useful to allow using different learning management systems in the future. Initially, with anticipated low volumes, the focus will be on keeping it simple.

    I will take a look at the packages you recommend.
