I’d suggest that you ask the audience on this one….ask them
~what benefit they think they will get out of being allowed to take ownership, the benefits to their boss, the organisation and the customer
~ what are the problems of them taking ownership, for them, their boss
then
~what areas of their work would they like to be encouraged to take ownership of
~what support do they need from their boss in order to take ownership
This will be interactive, it will generate outputs for the management to action, it will get staff thinking

I like the idea posted of ‘asking the audience’. I would also look to include a discussion on what ‘ownership’ and ‘taking ownership ‘actually is and what it looks like for the attendees on a day to day basis. I would also ensure that limits of authority and boundaries are clear.
It would also potentially be worth exploring whether there are currently any barriers to people taking ownership. Sometimes an organisation’s culture can result in a reluctance for people to take ownership.
Some recent examples of where ownership could have been taken and hasn’t or typical scenarios could be used be used as case studies.
The ‘Everybody, Somebody, Anybody, Nobody’ story (google if not familiar) could be a nice scene setter.
