I have been tasked with creating a career development framework for my organisation. The purpose of this is to increase engagement of existing employees through development, and also to have something attractive on offer to new graduate talent. Currently we have about 45 employees in total, and don't have a dedicated internal training department. This means that often writing and running internal training courses is not time effective unless the uptake on the course will be wide enough (usually its only one to 2 people who require a course) Outsourcing to external providers is also limited due to budget.
We have developed a scheme where internal expertise was mapped, and people could consult "internal training assistants" as we called them, for coaching in any of these areas. So far the use of the scheme has been minimal though.
I wondered firstly, what sort of training and development options do other small organisations have on offer/ especially any that are effective in time of limited budget?
Secondly, any ideas for encouraging/ motivating (rather than enforcing) people (especially line managers) to take advantage of training and development on offer?

*Local Colleges and Adult Education Centres run a surprising range of events and courses quite cheaply.
*Your local Chamber of Commerce might have a good local supplier.
*Invest in some e-learning software and develop your own e-learning that people can use as they need…it takes the pressure off the "only one or two people need it scenario"
*Build up a small library of books and periodicals, eg Business Secrets from HarperCollins, the One Minute Manager series etc
*"lunch and learn" sessions run by your inhouse internal training assistants…this is CPD for any that are pursuing it
*Virtual Classroom sessions are cheaper than face to face attendance….try to get a provider to run these for you (I do)
*Set up a syndicate with other employers to joint-buy exernal training (there is also a networking benefit to this)

Get everyone involved
We have our internal experts record online meetings (WebEx, but you could use any screen capture tool) on a variety of topics. Normally in 15 minutes or less then make these available to everyone.
When someone asks a question that isn’t covered in the library, we ask them to research it and record a new session. After several months they come back and re-record these to improve them based on new lessons learnt.
It’s actually fun and people have really engaged with it.
