Health and Safety training for office staff – is CBT really appropriate

I'm keen to find out if any organisations with lots (500+) office based staff DON'T use CBTs/e-learning for Health and Safety training?

Does anyone (don't have to name the organisation) just use a paper or intranet based H&S guide?

CBT feels like overkill to me.  In my view, easy access to a .pdf reference guide on the staff intranet should suffice.  I know this does not validate knowledge or provide a reporting mechanism, but a simple email confirmation           "I have read and understood the information…"  each year is enough in my view.
