Would anybody be able to assist me or even better provide me with any existing material that is available to train somebody on how to choose/decide on which material should be used during a training session, eg. flipchart, boards etc.

Could this be a project?
You could do this as a project. That is, ask your trainee to find out what she or he needs for her or himself. (Searching on the internet, talking to trainers inside and outside your organisation could be possibilities, but the trainees choice). Things you find out for yourself stick because of the investment you have put in. You also learn that you can learn and manage your own learning. The person may find out things you don't know and could not imagine.
Your role would be to listen and encourage. You don't have to provide answers. It is much less work for you than designing and running a training event and is likely to be much more effective.
It would probably be even more effective if there were more than one person with this need. They could support, encourage and stimulate each other.
Self directed learning is immensely powerful. You don't have to take my word for it, have a look at this TED talk on how children teach themselves and and at a very successful school with no curriculum and no exams. Both of these have a great deal to teach all trainers.
