Career progression

Having graduated 2 years ago with a degree in Business Information Systems (very limited programming and basic development experience) and worked as an administrator (with excellent IT and project management skills ) for 2 years, is it advisible to consider higher education (i.e.: MBA in an IT subject specialising in 'software development') or consider courses leading to professional status?

To get into the IT sector is proving a little difficult without necessary experience. How can I progressively move from admin to software development (i.e. via education and/or work experience)?
