Not sure if this is the right website for your query!!! Can you clarify what you are asking?

If I understand your question correctly your query is about the hygeine requirements in barrier cleaning of loos etc.
Try posing the question on http://www.iosh.co.uk, they are really helpful and lots of experienced NHS and other public sector people there to assist. You need to register but it is free.
All I know from our experience in training in health law is that there is an accepted routine for such cleaning and it is subject to a methodology statement so perhaps you can get a copy from the IOSH members.
