Community Content Developers

I am doing some research into the use of e-learning content within ACL, and specifically how or what is being used. There is a vast range and diversity of providers out there -from colleges delivering ACL to community centre providers or UK online centres. How do they use technology to support their learning offer – are there innovative and amazing community content developers or creators out there doing some great things with localised e-learning content – but creating it without the £20k to create 1 hour of professional content! Any information greatly received.
