I see that this expression is used in the planning document of the Ontario Securities Commission, at:
http://www.osc.gov.on.ca/en/About/WhoWhat/priorities_1999_2000_txt.html
From the context, it looks as if it’s jargon for “an organisation that people aspire to work for”.
Destination Employer
In my jargon, it would be the company an employee moved to after a TUPE transfer. I certainly have seen the phrase used in that context
