Frameworks for feasability studies – training needs

I've been working with community groups in a coaching/mentoring capacity and the lead organisation has been asked to put forward a proposal for a feasabilty study, the main purpose of which is to access funding for training for the staff across all groups (they provide play and other facilities for children with and without specific needs. I will be the person to carry out this study and have done lots of work with school staff on training needs analysis etc. However I realise that this study will need to be far more rigorous and take into account far more factors. Any models/frameworks/starting points. We are already pretty clear about what the needs are as part of my brief has been to carry out ongoing evaluations by asking questions and holding regular feeback meetings etc. We need to now have something far more comprehensive and formal in place. Thanks for any help you can give, its always starting a process like this that I find hardest.
