Global standards Local tailoring Sales Management Training

I am working with a global organization who have a number of different divisions. They want to build a Sales Management programme that offers a sense of global consistency, while at the same time adapting to local variation. There are over 400 sales managers across the world.  

Does anyone have any ideas about what should be "core" and what needs to be localized?

Can anyone offer ways to keep development costs to a minimum?

Can anyone offer ideas about how to sensibly manage version control?

Big questions … any ideas gratefully received
