Government ignored warning about ILAs

The governement was warned about potential abuse before the Individual Learning Account Scheme was launched, according to some training providers.

Pitman Training, among other training providers, had warned that the scheme had insufficient checks. James O'Brien of Pitman Training said "As a responsible training provider we worried that this lack of detail left the scheme open to abuse, which would not be helpful either for the initiative itself, or the majority of the training sector".

The DfES have stated that only a minority of the 8,000 complaints about the scheme were in relation to fraud. Estelle Morris stated: "what I can give…is a cast-iron guarantee is that it's not the end of government funding for adult learning".
