Help sought with research into structure of European HR departments

I am doing a study on the structure of European Human Resource Departments for an international company, whose headquarters is in America, but which is setting up a European-based HR department for its European operation.

The European operation includes, sales and installation, project management and customer service. The operation has offices in England, Germany, Italy, Finland, France and is expanding to Spain, East Europe and Scandinavia.

I would be very grateful if you could provide me with answers to the following questions.

1) What HR services are deployed in Europe and which are still "drawn" from corporate?

2) What does the structure of the European HR organization look like?

3) Which functions are pan-European, ie, shared services for ALL of Europe, and which are country based/specific?

4) What are the best European-based vendors you can recommend in the following fields:
- training
- recruitment and head hunting
- comp and benefits
- relocation

5) What are the SPECIFIC generic issues and dilemmas that characteries European HR as a profession?

6) Can you please give a few names and emails of other HR people who may be
of assistance?
