Try this
Use a sailing ship analogy but do it physically,
get each segment / department to layout a ship (tape / chairs etc) they then place each person in the right position – whos manning the rudder, whos in the look out nest, whos feeding the engines etc etc. By looking at the positions people take you will see gaps and information flows. Then ask which way is your ship pointing (guaranteed they are all in different directions.) Who’s signalling to the other ships, how are they doing it and how often. You get the idea. Its a great icebreaker, the fallout will take longer than 20 minutes though!
