Over two-thirds of public sector finance staff believe themselves to be being left out of modernisation processes in local government and health sectors according to a survey published at the Chatered Institute of Public Finance and Accountancy's (CIPFA) annual conference in Brighton.

60% of senior managers surveyed believed there to be significant tensions and stresses caused by modernising organisations.

A spokesperson for Zurich Municipal Partners Management Services who conducted the survey said, “serious organisational weaknesses could arise if finance managers were excluded from the modernisation process.”

The survey findings may not come as a surprise to HR practitioners who are increasingly finding themselves in a role as 'agent for change' within modernising organisations. Is there a learning opportunity for someone here?
