    Government departments often direct organisational change in public services, and organisational change creates new training needs. Government policies regarding specific issues often impact on public services. Using the NHS as an example, the introduction of electronic health care records, and the requirement that all front-line staff are trained in conflict resolution, are both impacting on training needs. The Freedom of Information Act 2000 impacts on all public sector organisations, and has training implications.

    Legislation affecting recruitment, employment, training, data protection, health and safety, impacts on all employers. For example, the Employment (Equality) Age Regulations 2006 impacts on all public and private sector organisations, again with training implications to ensure compliance.
