We are about to include IT competencies in new employees job descriptions. Does anyone have any samples of such they might pass on...?

Try ECDL
The British Computer Society has introduced the above base level qualification that is become widespread. It might be worth looking at their competencies on the site http://www.ecdl.co.uk to give you an idea of base level.

Most colleges etc., offer this qualification I guess.
