Not a bad idea…
I know that some companies do offer, training allowances which can be spent on anything the employee chooses, but…
The better way to go is to offer a clear development opportunity policy to all employees (why do you only want to develop new hires), where on the presentation of an approved business case the company will agree to meet development fees (to a certain level) contingent on exam passes and length of additional service beyond qualification.
That way you know your investment is going to benefit the employee and the business. It also gives greater loyalty, and ensures that people think about the business benefits of their development path.

Nik’s suggestion is exactly how I got my IPM qualification in 1990!
Small company, no training manager; I just wrote a brief business case and presented it to the boss, with a proposal about fees and commitment Slight difference to Nik’s idea; I paid for half of the training up front with the company paying the other half. They reimbursed me a further 25% on qualification and the remaining 25% after a further year of service.
