Thanks for your clarifying question. This is essentially what I mean by the ‘ Leadership Shadow Concept’:
It is where those in positions of leadership and power, through their behaviour and actions tend to influence the behaviour and actions of those below them, thus ‘casting a shadow’ across the organisation.

I’m not sure if the word ‘shadow’ is meant to imply some kind of negative aspect, but…
I don’t know of any tools per se, but given your definition, I’m thinking the following…
If you’re looking to get some primary data for research, why not survey/interview people and ask a simple question:
"Describe (1 or more) situations where the way somebody in a leadership position behaved changed the decisions you made. What were the consequences, implications and outcomes?"
If looking to explore this in a training activity, why not have a group discussion around the same question – individuals each share a story and the group (perhaps several groups in the 1 class, depending on size) then look for any common themes, outcomes or behaviours present in everybody’s answers. Challenge them to identify the potential upsides and downsides of this phenomenon.
