Manager assesment for Development
One of the tools we use is an annual Leadership Practices inventory 360 degree with a training w/ a Power Point that came with the program.
Very simple and cost effective
I have no affiliatition with them, etc. Just people we used.

Management diagnostics

I have constructed a simple 360 style questionnaire and have been using it for 1st line managers for about three years. I do not claim it to be fantastically scientific but it is effective and validates quite well against line-management perception.
I encourage the individual manager to complete the questionnaire and get feedback from others as a start point for the needs analysis. The questionnaire is then used for on-going evaluation and I recommend repeating the exercise every two months.
