Occupational Standard – Debt Management

I would like to develop an occupational standard that (as far as I am aware)is not currently available. I could do with some assistance or direction as I am not clear about which organisations I should approach first.Can anyone provide some practical advice? I believe I already have the fundamental units & elements including much of the competencies but where do I go on from this?
