Does anyone have any ideas on what software can be used to create e-learning packs or CDs that are accessible with screen readers? Or is it best to do it as a web baesd resource.
I want to make a resource that incorporates video, images, text and a quiz.
Ideally I hope to do it as an online package, but also available to be on CD.

Browser
With the power of Internet browsers, there is little reason to use any other propriety system other than standard browser readable content.
There are many options from raw HTML, flash, or direct links to videos. The good thing about this approach is that it is potable to do everything, running from the CD on PCs or Macs, or even iPhones and windows mobiles through a browser.
Of course you may need to shop around for authoring software that suits the type of content you want to produce.
