I am Head of Training & Development for Derbyshire Constabulary. We have 50 people in training servicing 3000 staff. We are currently doing a best value review of Training and would very much like to speak to and if possible visit organisations anywhere who are comparable in terms of size and complexity, we have lots of different training needs.
I am interested in organisations who have done any of the following
devolved significant training responsibility to operating units
operate an internal market/devolved budgeting for training
use open and flexible learning extensively as a replacement for courses
outsource a high proportion of training delivery and/or other training services (admin, design, evaluation)
reguarily use external trainers/consultants instead of in house staff
I would be garteful for any help, and will receiprocate with what we do. Both public and private secrtor comparisions would be useful.
