Personal Development Plan Design for Competencies

I have been given the task of redesigning our existing Personal Development Plan and I am looking for templates supporting competencies and skills which are user friendly and smart. We have tried word and excel formats in the past. Word - being user friendly but you cannot add a sufficient level of automation in fields and auto population of information. Excel - being smart but not user friendly as it seems over complicated and difficult to use. On line forms are an option but I am struggling researching this and would appreciate and advice or guidance you can give.

    Hi;

    I developed competency management/training administration/performance appraisal software in Australia which was used by over 250 organisations throughout Oz and South East Asia. I tried to market it here in the UK a few years ago without success and rather than see it go completely to waste, I would be happy to give you a free copy of the software to use as is.     I am working on a project in a Government establishment in Indonesia. We have introduced a Competency Based Training Programme which in controlled using an Access Database. It is user friendly and provides a wealth of information for personal development. We have tied it to our Quality Management System so training can also be directed to processes, procedures and work instructions.
