There is an excellent article in Personnel Today (Tues 10 Aug) which talks about the issue of the benefit of sabbaticals. These articles can usually be downloaded from their website http://www.personneltoday.com.
With study leave you need to consider how much is adequate for the needs of the exam. Having worked for public sector organisations they usually give 1 day per exam for study. This is paid leave. The study should of course relate to the job otherwise is not granted.
