Post 16 education/training & Government strategy

Does anyone have any links to anything online that would explain current Government strategy for post 16 education/training, not necessarily look at the new diplomas as that is easy to find. More how 16+ can obtain a Level 2 qualification via a voluntary organisation and how that is funded.

What I am trying to achieve is be able to link (explain the rationale) an umbrella organisation that covers several youth organisations and manages vocational qualifications to Government strategy and how the funding may work .

    Have you tried the research page on the Learning Skills Council’s website? They publish all the reports to do with learning in the UK and I’ve found their reports very useful in my work looking at return on investment in learning. I know I’ve also seen reports on 14-16 years learning. Website link is http://research.lsc.gov.uk. Institute of Employment Studies http://www.employment-studies.co.uk might also have something.
