The question whilst concise does not give enough information on what you need from us! If you could explain what you are trying to achieve and supply some more information on the nature of the ‘recent changes in the labour market’ you are tackling then you can access some of the skills and experience of this forum.
We have lots of change management experience and also of creating new jobs post redundancy but would prefer to give you information on specifics.
