Puzzle in Leadeship

I am working in an ambitious development proyect in Leadership in a huge supermarket chain. This chain is strongly orientated to results and the leadership style in this organization is coherent with that culture. In addittion each single middle manager believes that is owner of his or her farm, you know what I mean?, parcelism and lack of work team. Anyway, the first step that I am going to do, which is still clear enough, is to deliver training in Leadership skills to all managers. However, I have doubts in what to do next, in a situation which has to be systematic along the time in order to change the leadership style. I have one restriction, because of the number of middle managers, I can not train again and again(1000 people) I have to optimice resources, time and money and I have to hurry up. They want the managers to improve their relations with their natural teams in order to involve their teams in achieving the operational goals.

I will really appreciate any suggestion in this case which can iluminate my ideas.
