Qualifications in Usability Testing

Usability testing should be a vital element of the production of quality CBT or online learning, but there seems to be no ‘standard’ to which it should be done, or the qualifications needed to do it. Does anyone know of any being developed (UK or abroad) or which professional body would be best to be responsible for this area?
