I'm a member of a regional working group that's been asked to come up with some recommendation for demonstrating the ROI for training in local government.
In a broad sense I'd be interested in any recommendations for books, advice or other resources that may be helpful.
I'd also be very interested to hear from anyone who has looked at this issue for local councils to discuss their experiences.

The way this should be done (in my humble opinion!) for local government is the same way it should be done in industry.
I worked in Social Services for a while, and had some success in linking training to not just financial measures, but also some more political ones (e.g. star ratings!).
