SBU driven training promotion

I work for a Chemistry Comapny that has 1200 people under different organizations. We have a complicated matrix type of organization. Training actually is a profit center operation without budget. Thus, how to elevate training participation is difficult due to recent cost down atmosphere would be tough. Thus, how to promote training participation across SBU and JVs is a critical issue now.
