I am looking for any advice or free resources that may help me implement a staff appraisal training programme to improve the overall
quality of the appraisal process for both managers and staff. If anyone can help or knows where I might find an example of a really
good staff appraisal I would be interested to hear from you.

what is “quality”?

Sorry to be unhelpful but
a) what do you define as "quality" in this instance? ie how will you know if you achieve a quality result
b) what are the parameters of "appraisal"? ie is it a scoring process to influence annual pay agreements, a two way feedback methodology, a staff career development review or an annual opportunity for manager to have a once a year winge at people about their performance in the past 12 months.
c) there are organisations that have no "staff appraisal" in terms of a recorded activity but their performance management and their staff morale is excellent as evidenced by their financial performance, their low sickness and grievence rates and their high staff morale/low turnover. There are also organisations that have very sophisticated appraisal processes but their day to day performance management is so bad that they are losing their good staff, stuck with their "bad" staff (and managers), constantly in ETs and underperforming on all fronts.
