In recent years I have worked with software packages that do this for managers and supposedly produce ideal solutions to a financial target – they are OK but have a habit of allowing managers not to think about the problem, hence no learning and little flexibility.
In another life I spent 11 years operating multi site environments and have this as a regular topic in my training portfolio.
A colleague of mine trains this for a major food retail chain that has 100+ people per site and operate up to 24 hours per day in certain sites.
No software, but managers who can think and react to business needs.
